At the top:

West win gives them the league.
West draw and park lose or don't get a bonus point gives West the League.
Both lose gives West the league.

At the bottom:
Driffield lose and 2 of Ponte, Carlisle and Northern win sends Driff down
Driffield lose, Ponte draw and another of carlisle and Northern win sends Driffield down.

Anybody else see any other Perms?
