Regional Two (North & North East) / Re: Week 8
« on: October 31, 2022, 04:06:30 PM »
The League Secretary issued an RFU "Logic Tree" on October 2nd as a pdf attachment.

I think it went to club secretaries.

I have attached it for your information..

He also added the following advice.

Uncontested Scrums
Your Captain in particular should be familiar with the attached Front Row Logic. You might also consider having a print-out available pitch side during the match.

Does anyone know why the unplayed games are not scheduled to be played until November and not this weekend?

The Structured Season for 2022-23 (issued by YRFU in June) shows October 8 (the first blank Saturday) is labelled "Break".
"A break weekend is defined as one where league rugby is not played." - North ROC

This is presumably what is being referred to in the North Regulations as "unavailable"

"8.2   The Organising Committee may declare a specific weekend ‘unavailable’ where it falls close to a public holiday or where it is considered inappropriate to play for other reasons. Prior to the start of the season details will be published on the rfunorth.com website of those dates, which not, under any circumstances will League games be allowed to take place. One exception to this shall be if a specific unavailable weekend (eg Easter Weekend) can be used to prevent the delay of the play off matches."

I believe only 4 matches in the whole of the North were postponed on September 10 due to the death of the late Queen.

Aspatria v Stockton
Dronfield v Selby
Hornsea v Stocksbridge
Morley v Pocklington.

The clubs deciding not to follow the RFU guidence and not to play were Stockton, Selby, Stocksbridge and Pocklington.

The clubs were told 12 days later that the match would be played on November 19 unless both teams agreed to play on October 8th. Clubs were given 36 hours to decide. It would appear that at least one of each pair of clubs did not want to play on Oct 8 as all 4 matches are listed as being played on November 19. Horsnsea already had a match listed for October 8th (v Rotherham Phoenix).

Surprisingly November 19 is labelled as "Break/Reserved" in the YRFU Structured Season - whatever that means.

If October 8 is a "Break" weekend where the opportunity to play games is prohibited, why are Hornes playing Rotherham P?
The North regulations say the identity of unavailable dates will be published on the rfunorth.com website. I could not find them.

Do we know which teams have postponed matches out of respect for the late Queen's death?

The two below have confirmed postponement on their web site.  Any others?

Issued by RFU today

Promotion and Relegation for 2022/2023, Men's and Women's Grassroots Rugby
by RFU Community CommunicationsRFU Community Communications

Monday 13 June saw the release of the Men’s (National 1 and below) and Women’s (Championship and below) fixtures which all clubs should have received.

Principles for promotion and relegation are detailed below. Promotion and relegation for the men’s game is linked to the biggest change to the league structure for 30 years as part of the Future Competition Structure.

At the conclusion of the 2022-23 season the following principles of promotion and relegation shall apply:?

Men’s Promotion and Relegation

National 1 will see the top club promoted to the Championship (subject to Regulation 5), while the bottom side three (3) clubs will be relegated or such other number as notified by the RFU to the clubs.

?National 2 and Regional Leagues will see the top clubs in each league promoted to a league above, with the bottom two (2) clubs in each League relegated. Clubs who are relegated from Regional 2, will return to their Constituent Bodies Counties league.

Promotion for Counties and below

Counties 1 will see the top club in each League promoted a League above. Any?remaining spaces in the higher league that are needed to be populated will be determined at the end of the season.

Counties 2 and below will see the following apply:?

where one League feeds into one higher League:?? the top two clubs in the supporting Leagues at the end of the season will be promoted to the Level above.
where two Leagues feed into one higher League: the top club in each of the supporting Leagues at the end of the season will be promoted to the Level above.
in respect of all cases, any remaining spaces in the higher league will be determined at the end of the season by such applicable criteria as notified by the RFU to the clubs?
?N.B. The position of the team(s) not eligible for promotion shall be disregarded in the event that a team would be promoted into a League in which another team of the same club plays, as prohibited by Regulation[ 13.2.4(b)(iv)].??

Relegation for Counties and below

At Counties 1 and below, the number of clubs relegated will vary and be determined based on such number of Constituent Body based leagues. After promotion has taken place in accordance with these regulations the requisite number of clubs or teams shall be relegated at the end of the season. This will ensure that in the following season there are in all Leagues, Counties 1 and below, the same number of clubs or teams as in the season before or such other number of clubs or teams as the Committee may decide.

N.B. At Counties 1 and below if a first XV is relegated into a League in which the Lower XV from the same clubs plays, that Lower? XV shall automatically be relegated as one of the requisite number of Clubs to be relegated.?

B&B has posted on its web site its response to the RFU sanctions.

They can be viewed on https://www.beesrfc.com/news/a-second-statement-from-the-club-chair-2706551.html

or read below

Following on from the RFU's judgement, the Club has decided to take swift action and Club Chair, Andy Watts, explains the strategy, below.
Considering this week’s sanctions, the senior club committee have decided to dissolve the rugby committee and create a new group, rugby management group that will specifically focus on coaching and player development for adult rugby and create a pathway between juniors (in particular Colts) into adult rugby. There will no longer be a Chair of Rugby, instead the new rugby management group will be led by Andy Smith supported by Phil Greaves (coaching and player recruitment & development); Carl Paterson (Head Coach); Benji Pickin (RFU administration, lead and liaison and committee member) and Andy Watts (Club chair, committee representative and Colts/Junior development lead). Other members, coaches and volunteers will assist this group on and off the field where appropriate to ensure the success of rugby and the club in the future. The rugby management group will be further supported by Stuart Dixon and Brian Noble who will provide valuable strategic advice and direction for the group.

In respect of U17s player approval the new structure will undertake a three-pronged sign off process, starting with Carl Paterson (Head Coach) > Benji Pickin (RFU admin) and finally signed off by Iain Taylor (Safeguarding officer). Both player registration and YRFU/RFU contact will remain under the responsibility of Benji Pickin who has over 15-years 1st XV team experience and currently holds the position of team manager for YRFU senior team and the Yorkshire rugby academy playing in the U18’s Premiership. We are confident Benji’s appointment will strengthen communication between the club and our constituent bodies such as the RFU and YRFU whilst fully complying to the RFU regulations.

The rugby management group has also appointed two team managers who will manage player match cards for each game.

Despite the difficulties the club has experienced in the last few months, may we take this opportunity to thank Chris Hemsley for his commitment and dedication as Rugby Chair, in particular over the last two years during COVID which created the greatest challenges for all of us.

I hope the above clearly sets out the new structure and reassures our members that we are treating this matter with the utmost immediacy so we can continue to develop rugby ahead of 2022/2023 season.

Thanks to you all for your patience and understanding.

Andy Watts

Regional Two (North & North East) / Re: B&B docked 10 points
« on: June 01, 2022, 04:29:01 PM »
Looking at the Yorks RFU disciplinary site, it seemsa couple of other clubs have had pre season point deductions.

I might need your glasses Speccy but I could not see any club being sanctioned or having points deductions for next season on the YRFU web site. B&B were dealt with by the RFU.

I did see that Mosborough and Hull Ionians were warned as to their future conduct (Hearings both on April 27).
I also saw Leeds Corinthians were deducted 10 points on April 13th, but that looks as if it is for this season (April 13th hearing).

Who are the clubs and what are the sanctions?

Regional Two (North & North East) / Re: B&B docked 10 points
« on: May 31, 2022, 08:48:37 PM »
10 point deduction, coach banned for 6 months and various admin process strengthened.

The sanctions, effective next season, are to do with fielding under age players without confirmation from Yorkshire RFU. A warning to all.

I agree with avinastella. I think that B&B have been dealt with quite leniently.

Complete leagues have been issued.
Can not post link but it is viewable on Rolling Maul forum under the thread called  Promotion.

This is a post from the Rolling Maul forum.
Relevant text was put in bold by me.

From PiffPaff @ 14.32 today

This went out to the relevant North West Clubs today so I'm told.

We are delighted to be able to report that following a constructive process of dialogue and engagement with between the FCS Implementation Commission, clubs, CBs, North DOC and Council Members, the Lancashire and Cheshire clubs that formed the ADM Leagues will be re-joining the English Club Championship (ECC) as of the 2022-23 season. We are working through the final details of the leagues, but we will be welcoming some 40 clubs back to the RFU competitions structure. We can also confirm there will be four levels of leagues (that previously would have been known as level 7-10) and as they will be part of the RFU league pyramid, it will provide a path to promotion to higher playing levels for clubs with the desire to achieve this.

The finalised league structure for the 2022-23 season will be released to the game (along with all other FCS changes) by the 20th May with fixtures being published by mid-June.

FCS Group Chair, Stephen Pearson commented ‘A united English league structure was a key objective at the outset for us. A broader participation of Lancashire and Cheshire clubs, alongside the rest of our clubs in England, will enhance the standing of the Cup and League offering; our National RFU cup champions really will be national champions. Thanks to all those involved in making that happen’

Lancashire’s Director of Rugby Howard Hughes explained. ‘With our continued expansion and the RFU Future Competitions Structure about to be implemented nationally it became clear that it would be mutually beneficial to bring everyone back together. The RFU have delegated powers to the adm League Management Committee (that will include Cheshire and Lancashire representation) and we will continue to keep the structure as vibrant, innovative  and welcoming as it has since its inception.’

Council Member for Cheshire, Colin Free commented 'we are delighted to reunite with Lancashire RFU in the leagues which will see a return of (what was) South Lancs & Cheshire 1, 2 & 3. We have of course continued to work and cooperate with Lancashire and I know that our Clubs who were accepted into the ADM leagues have been grateful and have enjoyed the experience. If it isn’t broken then let’s use the best of everything to allow clubs to progress in the pyramid if they wish to. Thank you to all concerned for their hard work, dedication and fortitude to make this happen. We look forward to a great season starting in September.'

We hope this brings clarity and greater certainty for clubs going into the 2022-23 season and will be welcomed as good news.

Kind regards

FCS Implementation Commission

Talking of maths, if all the Bees’ results were nullified, the top 5 positions would read :

Driffield 76 - with 3 to play
Ilkley 76 - with 4 to play
Heath 69 - with 5 to play
Cleck 65 - with 5 to play
Cleck were on the YRFU naughty step again this week. Might there be a possibility of a points sanction?

Did anything happen regarding the possible points sanction?
