Was rugby union better when a club could manage its own fixtures?

Just returned from our Old Farts coffee morning, and this was a topic of conversation.
For some this will have to happen. If you are in Yorkshire 3 and below 9 home games in an 8 month season means Clubs will not be sustainable. There will have to be friendly fixtures as well to keep the bar takings up.

Being unsustainable seems to be what the people in power want.
i.e The lower clubs will wither on the vine and the bigger clubs will sweep up the players from defunct clubs and then the RFU can say that they are supporting community rugby.
What a load of Oval shaped Balls. People in charge should accept critisism and realise that what they purport to be support is actually in the polar opposite of what they say.
